Norm & Power refers to the biblical conjunction of God’s authoritative revealed norm—His Word, truth, command, and apostolic teaching—and the effective work of the Holy Spirit, who illumines that revelation, gives life through the gospel, produces discernment, and empowers obedience.
Norm and power are not rival authorities or independent sources. God’s revealed norm determines what the church must believe and obey; the Spirit enables God’s people to understand, receive, and embody that norm.
The Word establishes the authoritative norm; the Spirit gives illumination, life, discernment, and power in accordance with that norm.
God has not left His people dependent upon private impressions or inward experience alone. He has spoken through the prophetic and apostolic Scriptures.
Scripture therefore provides the church’s governing standard for doctrine, worship, holiness, and ministry.
Because fallen humanity is spiritually blind and powerless, the external hearing of truth alone does not guarantee its faithful reception.
The Spirit does not make Scripture authoritative; Scripture is already God-breathed. Rather, the Spirit opens the mind, renews the heart, strengthens the believer, and produces obedience to the living Word.
